I'm not sure I have heard of any that do all of what you are talking about. Sounds like a cool idea... but I do want to make sure you have realistic expectations.
Creating a website to display information is quite simple and any web designer can do that, and there are many build-a-website tools that you could do it yourself. But when you add in users, money transaction, and messaging, then you are going to get into much more complicated coding to do it right. And that will cost a lot more to set it up. You need to find someone who has setup shopping carts before, who has setup user databases before, and things like that.
