Good fences make good neighbors. Ground hogs can ravage a garden and they like about the same things we do. They can be entertaining, tho some will viciously defend their home turf, even from humans and dogs. Planting alliums (onions, garlic, chives, etc.) around the outside of the garden may discourage the ground hog from exploring what's inside. A LOT of activity out side, and noise throughout the day may send it to somewhere quieter. Borrowing a yappy dog can help drive it away too, as long as the dog can't get hurt by the ground hog.
