ground hog?

I'm in the early stages of building permaculture beds on some city lots I purchased. Today I encountered a ground hog that lives on this property. He or she has a burrow with at least two entrances. I'm such a novice at this that I'm not sure if it is good or bad to have a ground hog living in my garden. I would really appreciate some guidance on this one.

Good fences make good neighbors. Ground hogs can ravage a garden and they like about the same things we do. They can be entertaining, tho some will viciously defend their home turf, even from humans and dogs. Planting alliums (onions, garlic, chives, etc.) around the outside of the garden may discourage the ground hog from exploring what's inside. A LOT of activity out side, and noise throughout the day may send it to somewhere quieter. Borrowing a yappy dog can help drive it away too, as long as the dog can't get hurt by the ground hog.
