My first questions would be how much rainfall do you get, what is your hardiness zone, and what kind of
trees and plants you have.
Looks like you get about 9.5 inches per year
and you're in 7b. For most plants, that'll mean you want to keep that rain on your property as long as you can and store as much in the ground as you can. (Without running afoul of any
local laws.)

I'm no expert on
water conservation, since I usually get plenty of rain, and I have a good well. (I'm learning. It's always good to reduce waste.) To help some of our "experts" help you more, how about:
What's your elevation?
How sloped is your
land?
Are there creek(s) or other water sources?
What's your soil like?
(Again) What are you trying to grow?
