I have discovered it is hydrocotyle umbellata (dollarweed)or hydrocotyle ranunculoides(floating pennywort) There does seem to be quite a few different species of this herb. They all look pretty similar, though there are small differences. Although I can't remember which one I saved to favourites, At least I know now they are both edible, and one is a supermodel.
I was reading a good report on pennywort yesterday from a fishing forum. some
pond keepers like this herb, it apparently grows rapidly, but pond life benefits well. But is a nuisance on waterways.
So this ban on sales has to do with the fact that it is intrusive.
