Keyline plow on a steep slope?

I have a steep hill that I want to have native grass growing on but the soil is so compacted that it won't take any seed or water. I feel like the solution is to either take a chisel plow or a keyline plow on contour to dig swals but i'm not sure how that can be accomplished on such a steep slope. Any thoughts?

How steep is steep?

If you don't feel comfortable driving a tractor on contour for fear of flipping, it is probably too steep for keyline or swales. At least DIY.

Steep land is something we need to have more answers for, as it is usually a bargain because normal methods are too expensive.

It is steep enough to flip a tractor. Would it work to use a draught horse for this?
