Bj Russel : So your question comes down to can you get a building Permit for a rocket mass heater, RMH ! Answer - It depends ! A regular home built RMH

can be permitted as a type of Masonry stove. If Your Code Enforcement officer is familiar with Masonry Wood heaters, He will be interested in How the floor

is going to take the weight ! Then he is going to be interested in protecting all the Exposed elements of the area surrounding the stove - to include a super-dupper

Insulated chimney/ stove pipe !

The final Insulated Exhaust Chimney will probably be the most expensive part of your build ( If you Can do all the work yourself )

There is also a final in home inspection by Someone who understands the type of system you have ! You may have to import someone who is familiar with

a masonry type system !

As I live in upstate New York that is as specific to your circumstance as I can get !
