Getting around zoning laws in Torrance county New Mexico.

I'm looking to start a community, with multiple structures in moriarty, nm. Zoning only allows one dwelling per plot, no matter the acreage. The plot that I've found is five acres, and evidently it can't be divided. I guess you don't need a permit to build structures under 120 sq feet, but im assuming that people wouldn't be permitted to live in those structures. Does anyone have experience with this, or know any loopholes? Thanks!
