Need some help with growing oregano from seed.

I just got oregano seed from the internet and I start sowing them two months ago.
They sprouted into fine seedling in 2 days but after that they became stunted growth.
Two months passed but they only have 1/4 inch height with several tiny leaves.
I tried to move the tray to somewhere with more sun but I am not sure that it will help.
Is it normal for oregano to glow that slowly? or my seedling is too fragile to grow.
Anyway I live in tropical area but now it is winter season and the weather dropped to 80-90 degrees Fahrenheit.
Is this temperature still too warm for oregano?

Oreganodoes grow painfully slow. Definitely beeds sun, even putting it out during the day, and being sure not to over water. But it took me a full year to get a big enough plant to think anout harvesting from.
