Add a Wax Bag Dispenser inside of a Willow Feeder - PEP BB greywillow.sand.waxbag

This is a badge bit (BB) that is part of the PEP curriculum.  Completing this BB is part of getting the sand badge in Greywater and Willow Feeders.

For this Badge Bit you will add a wax bag dispenser (with bags) for anything that needs to be contained before going into the garbage can to a willow feeder.

To complete this BB, the minimum requirements are:
  - must use nontoxic materials where possible
