I don't know of a whole house size filter that will do this at a reasonable cost. The fluoride that is added to municipal water supplies is an extremely tiny compound molecule, and passes right through carbon filters. The only filter that I know that will remove fluoride is reverse osmosis, which strips everything else out also, so minerals need to be added back.

We have a counter top filter for drinking/cooking water and a shower head filter for the bathroom. We're lucky that the municipal water in our area is not fluoridated, we just have to worry about chlorine and run off contamination. I'm pretty sure their US distribution is all through the same guy, he's very friendly and happy to answer all your questions.
