So I added mulch but now I’m having leaves grow but holes keep appearing can I use neem seed on the soil? Or is it to early and it will kill the plant

I’m not sure it’s possible to kill a blackberry, at least not the ones I have. I doubt the bugs eating on the leaves will cause the plant much issue. Neem is a cool product. It’s a top rate fungicide and insecticide. Kind of a one stop shop.

I wouldn't worry about that blackberry.  It'll do just fine . . . until one day it takes over your entire world and leaves you wondering how to eradicate it.  Water, mulch, go out there at night and pee around the base . . . and it'll soon go crazy with growth.

Douglas Tallamy would reassure you that nibble holes mean that you are providing food for essential insects and enriching the biodiversity of your land.  If you haven't read him, I suggest Bringing Nature Home.

Also, have no fear for your blackberry plants.  As Marco says, they will try to take over your world.

It was a ray gun. And now this tiny ad insists on being addressed as "Ray":
