Blocking and Leveling a THOW Questions

We are ready to block and level our trailer to start our build. We don't plan to move it but want to be able to in case. We planned to mix 3/4 inch loose stone with crushed gravel that has rock dust for pads, then stack 16x8 concrete blocks (two together with the seams alternating as we stack up) and shim with wood. I have not seen anyone doing it this way and want to make sure it will be safe. We are in New England with lots of rocks in the ground so difficult to scrape down and level.
Does anyone have advice or links to appropriate info? Thanks! Taica Patience
