Most failed to germinate, I have two which are 3" high but don't look happy.  Seedlings are all indoors, temp variations 66° to 80° (South window)
Do chickpeas require a certain soil matrix???

Are you sure the seeds are all viable? Can you soak the seeds first and place them on moist paper towel to check the germination rate?

What part of the world are you in?

I hadn't heard of growing them in winter so I ask Google:

Chickpeas (also known as garbanzo beans) grow best in temperatures between 70–84°F during the day and 64–70°F at night. They can tolerate temperatures as low as 64°F at night without harm

Goldcamp District Colorado 10,000 ft. ATM
Growing indoors, wood stove heat, 80° +/- South window 4 hrs afternoons, small radiator elect at nite.  Solar gro lights on a timer at night.
I haven't checked soil requirements they are in potting mix from the store.  Maybe a plain soils and clean sand is needed
Temperatures are consistent with what you say
I will need to grow with native desert soil so these are practice to see if I can do succession planting through winter, until I can get the desert soil to practice with
Corn is over a ft high, green beans higher, flax ok, wheat ok, carrots, chicory sunflowers safflowers eentsy beentsy little teeny tiny nicotiana all ok...

I think I need to do this, I started 3 winters ago this way.  The germ rate for this chickpeas batch was 2 leafing stage before wilt, and 6-8 others never past the rootlet stage, just didn't even try.  I think I added play sand to the store potting mix
