I think this is either unknown or new technology. It will let you charge higher voltage batteries from lower voltage batteries. Which can be really handy for charging on the go or adding power from mismatched batteries. The input voltage on the one I ordered is anything from 9 volts to 50 volts and the output voltage is 54.6 volts. Pretty cool!

I got one to charge my E-bike battery from any battery from 9 to 50 volts.  I have several battery options in hand I can now use to boost my E-bike's range.
