This is a program that helps working class urban people improve their health, not just through the food, but through connection with others and with nature. I think that their government actually wants people to be healthy and happy.  Beautiful photography too.  Check it out:

So these are a bit like British allotment gardens, but the Swedes actually own the plots and can have tiny houses on them

In Russia, they have dachas, where average people can have a house in the country to relax and grow food in a calm, rural area.  It's a vacation place for people who aren't rich.
