Anyone have some good resources on this? The romantic in me would love to travel farther around the world with a few tarps, a sleeping bag, some tools and a few yogurt containers of seed trading people a 20x20 garden for a 2 week camping spot.
Shhhhh! Hush, Landon! This kind of activity is frowned upon by customs inspectors, ag officials, and all manner of petty bureaucrats. They point to a couple of invasive species and start spinning tall tales about people getting swallowed by kudzu and fed to the walking catfish.
If you are going to be a latter day Johnny Appleseed, you need to do it person to person, maybe through a place like Couchsurfing, with discreet offers to help with the garden.

Right! I know!
It sucks - but there has got to be a legal channel to go through right? I mean people DO import and export seeds and bring them from place to place. I'm on CS that's not a bad Idea - But I would want the freedom to jump on a train or stick out my thumb and go where the winds may blow me.
That freedom will result in the occasional confiscation of your seed stash by some bureaucrat who will lecture you and leave you sad for the rest of the day. But the next day, you will probably find a local source of said seed, be able to restock and be on your merry way. It's amazing what you can find in local, open air markets in the most out of the way places. Plus if you know what you are doing, there are a lot of local plants that you can collect and propagate that have been overlooked by the locals of that area.
I think I'm turning Japanese. I really think so. This tiny ad thinks so too:
