I have a pump that will deliver 7000 g/hr. 117g/min at 90 rpm. My question is; if I delivered 100g/min to a shallow, narrow channel with a water wheel could I generate 2hp or 15ft/lbs? This would be to run the pump at 90rpm. Yes, perpetual motion...

Thanks for any suggestions. FYI, this is for a non-profit ministry to install self running Aquaponics gardens in poverty stricken areas. If it can not be done, is there something that can be done?

Lots of work done here and elsewhere on low energy aquaponics. Getting the power input down to the point it is affordable by solar.

You cannot get perpetual motion, closest thing is solar power.

there is always the Dwarven reactor...but that only works in Dwarf Fortress.
