I'm not sure what to say. Would they cut off all communication and not turn it back on??

There are lots of possibilities...and some interestng comments on this linked post.

Who are "they"?

"THey" would be government agency FEMA whose director now has the ability to control the civilian airwaves, because the President has signed over the right to do just that.
