I'm not sure what to say. Would they cut off all communication and not turn it back on??

"THey" would be government agency FEMA whose director now has the ability to control the civilian airwaves, because the President has signed over the right to do just that.

I may not be explaining it appropriately. If you read the link, it is clarified.
