spring or seep?

After moving into our house this year (Northern Wisconsin) I noticed a large amount of ice in one spot coming out of a rock outcropping about a 100 feet from the house. The ice is up to a foot thick in places.  Is this likely a spring or a seep? Are there winter seasonal springs or is this likely a year around spring? If it is a spring why did it freeze?

Guessing I would say its a seep.  Ground water most likely .  Keep an eye on it this spring and see if a little digging gets a better flow.

Spring and seep are just terms for groundwater discharge, slow low yield over an area (large or small area) referred to as seeps versus higher yield discharges (large or small area) referred to as a spring.  The lower yield discharges are more likely to freeze and form ice mounds over the winter especially with lower temperature non-thermal springs or seeps.  Any spring or seep may be seasonal due to fluctuations in the recharge of the source of the groundwater discharge.  The bedrock seep that you observed likely has a very small recharge area and is non-thermal.

If the water continues to flow or seep, you may want to test it.
