Spring and seep are just terms for groundwater discharge, slow low yield over an area (large or small area) referred to as seeps versus higher yield discharges (large or small area) referred to as a spring. The lower yield discharges are more likely to freeze and form ice mounds over the winter especially with lower temperature non-thermal springs or seeps. Any spring or seep may be seasonal due to fluctuations in the recharge of the source of the groundwater discharge. The bedrock seep that you observed likely has a very small recharge area and is non-thermal.
