Just seems natural to have the links to succeeding pages of a discussion at the bottom where you end up after reading the current page. Having them at the top also is useful too, but I really notice them missing from the bottom. Unless my eyes are just so shot by the bottom of the page that I've can't see them... <g>
Actually, I was right first off - just got faked out by the "visitor" and "logged in" versions of the forum display.
Logged in, displays a thread's page navigation bar at both top and bottom of the page.
Visitor (not logged in), only displays a thread page navigation bar at the top of the page - not at the bottom.
And for obvious reasons no visitor ever mentions this... <g>
