I've only ever used cattail pollen as a component in pancakes. It didn't seem to be a binder, though. I use oat flour in pancakes as a binder, and mixing it with cattail pollen seemed to lessen its binding effect.
Since it doesn't have gluten, I don't see that it would help with leavening at all - by which I mean, it's not going to trap air bubbles like a gluten containing flour would.
I can't say anything about the tubers, having never used them. I've got a cattail pond right next to my house, so I should probably get on that! 🙄
