Is it "normal" to read 120v at my Combiner Box on top of the roof, which would mean the inverter is sending an AC signal up to the combiner box?

My solar guy (husband) says no. Sounds like something is mis-wired? Is this the combiner box from your panels? Is this a new installation? Are the panels the only thing going into the combiner box?

that depends. What kind of array do you have? A 4x60 cell string of panels would put out approx 120 volts but in DC... Are you reading DC or AC and what kind of array do you have?

I routinely see over 100v from my 4 panels which are strung in series and can each put out up to 30v but those readings are all in DC not AC, and it isn't a steady/even voltage, it varies as conditions change.
