I'm in the PNW too and I LOVE Uprising Organic Seed company. They are up by Bellingham and grow a lot of the seeds they
sell or source them from
local farms so I've had great success growing things from them. I never could grow a mature eggplant or pepper until I got seeds from them. And the tomatillo seeds I got from them are so well adapted to our climate that they grow like weeds in my property the last few years now. I always get my seeds from them first before I look to other companies.
Territorial Seeds is good and I
should be getting one of their cataloguesv when they come out. I'll look up the other one. I have not heard of them.
