I love the PEP program, and appreciate beyond words the amazing amount of time and energy people have put into it!
That said, it is according to Paul's lab near Missoula, and has a lot of specific requirements that may not apply more broadly. He has repeatedly encouraged people to design their own PEX program, but I fear they would also be very specialized.
I'm not very good at navigating these vast forums, so I apologize if this has already been answered elsewhere, but is there any interest in developing a more generic program? One that is more goal than means oriented? Some examples I saw are: foraging 1 gallon each of multiple different wild berries, rather than specifying which berries to gather; setting up a laundry drying system that can be stored out of the way, not getting hung up on the definition of 'installed'; plant X beneficial trees suitable to your area and explaining their benefits, rather than plant X black locusts.
