I just see many possibilities. A landowner after creating a COOP could have a vetting process for potential members of a like mind, the sale of shares used for infrastructure costs. Hopefully that capital would allow purchases that would be interest free. Increasing businesses equity.
Or a group of like minded folks buying property for the COOP.
A second tier of income for the COOP perhaps a CSA.
A farmstand could morph into a store that COOP's with local artisans.
Living in Oregon you are aware of land use laws that are tough. But maybe seasonal on site campsites for a permaculture experience, teaching opportunity where in a Tom Sawyerish way you would get participants that pay to play.
Our inability to change everything should not stop us from changing what we can.
