It is the binder (and fiber) to reinforce earthen plaster. Used for all of recorded history.
I have seen some that adhere it direct, the "chinks" between the bags are
enough bite to hold. I have seen others that use
chicken wire and landscape staples over the top. Not sure if it depends on the size of the bags or the quality of the plaster or both.
