proper healing of water shed/supply (~mobile, alabama case)

i mean there are many situations in our world like this where misguided systems/infrastructures are failing due to climate change, age, or whatever reason, and for those who want to help in the needed, sustainable, permaculture transitions (like a permaculture planner/designer), it may be best to prioritize those situations that are most ripe, willing & able, right?

anyway, just read this ICN article about one in prichard, alabama where i'm wondering how they would be able to best transition their water system (in permaculture fashion, you know?)

(i wasn't sure whether to post this here or in 'permaculture design' forum, so doing both)

Keshav, I work in the water industry as a Civil Engineer.
This problem is amazing in that no accountability for any action has been taken for years.
Its unbelievable.
It may be repairable by relining the pipes insutu, but it will take time.
I think its an engineering  not a permaculture solution that is required.
