I recently moved to western NC and I was wondering what kind of bamboo this is? Is it native?

Hi Andrew, and welcome. That looks to me like Arundinaria gigantea, a native and the "cane" of the cane breaks that used to be found across the eastern and central US. Not strong enough to build with like lots of the Asian bamboos but still useful for trellis work and a superb carbon crop.
