Hi, Judson! I live in a primarily oak forest, so finding ways to use them is fantastic! Thank you! I do have a couple questions, though, please? Which part of the bark is used - the outer, the cambium, or both? And is there a 'best time' to harvest it?

Sure. You can harvest most any time - I don't think there is a best time.  If you harvest from a limb, you can take the outer and inner bark.  If for some reason you can only harvest from the trunk, just take a light amount of the outer bark so you don't damage the tree.  To store, make sure it is thoroughly dry and grind into a powder.
