I suppose you could sow with an eye to your weather. I get best results when I sow just before a thunderstorm, but then I scatter the seeds without the seed balls. The storm pounds the seeds into the ground between the (mown) blades of grass.
I just watched yet another clip on seed balls, and I saw that his seed balls were larger than my seed balls. Perhaps that is why he looks to get better results. My plants looked like they were not getting enough water, and a larger seed ball would hold more moisture until the roots were into the soil.
