I would like a general question thread.

In "sticky" format, as in it stays as the top thread and never moves.

One for asking random questions like a "where is the thread about ___?"

Or (and this is my actual question today) "There was a thread that mentioned a sort of heavy duty tarp but now I can't find it, anyone remember which one it was?"

In fact, some stickies in a few threads would be great like the first post being about links, info, book lists etc where to find stuff like that. A sticky about formatting posts. Etc. Lots of websites do this, it's pretty handy for finding stuff without having to start a new thread for every question.

I think starting a new thread for that sort of thing in the tinkering forum is fine. 

I suppose that once it has been found, an admin can delete your query thread.

So, does anyone remember where that thread about the heavy duty tarps was?
Also, there was a thread about ways to reuse those industrial plastic barrels and I just got an email about making a beehive in one that I'd like to post but can't remember where it was.

Did you try the forum search (tab is upper right on the page.... 'home'  'help'    'search'  and so on) ?

try 'plastic barrels'  and  'tarps'    the threads don't come up at the top of the results but they do come up.  Tarps was 'billboard tarps'      'heavy duty tarps'  came up empty
