Right ground temperature to use compost tea

Is there a temperature that the ground needs to be at before adding compost tea?

Since all my trees have old chips surrounding them I think the ground is not frozen more than an inch or two if that.

Should the temperature be evaluated at just beneath the surface or further down?

I would think if the liquid can get into the soil that's enough, although in cold weather you might save some processing and just mulch with solids, and let the winter and spring weather break it down over time instead. Now as spring comes along the mulch with also insulate the soil from warming up as fast, so if the ground is frozen under the mulch maybe pull it back a bit till the soil warms up, then put it back.
