We have only the occasional plant on our place, but a neighboring field is infested with it, while a field directly across the road from the infested one is free of it. The difference appears to be irrigation and better soil - the toadflax seems to either prefer or be relegated to drier, more gravelly sites.
We are in southern Washington, so things may be different where you are.
Maybe you could experiment with a small area and see whether irrigation would help?
