I think that is a Caesalpinia pulcherrima, commonly called a peacock flower, red bird of paradise, Mexican bird of paradise, dwarf poinciana, pride of Barbados, flos pavonis, and flamboyant-de-jardin.
this tree is not uncommon for urban plantings here in Brazil. Along with the seeds not being edible, it has a latex-type sap that can be a skin irritant, so definitely be careful with this one.
Like the names of any plant here, it has a gazillion names but two are hysterical- cockroach wing and cockroach beard.
