I agree that there are alternative ways to do things other than using concrete but I certainly don't trust the Royal Institute of International Affairs (Chatham House).

Actually, my biggest "Elephant in the Room" are over-sized, poorly built housing that's designed to be trash within 50 years.

That includes making "cheap" concrete, rather than it being studied and perfected the way the Romans did. Their concrete has proven its lasting power. Even if there is a lot of embodied energy in concrete, if you can make it last 1000 years instead of 50, the embodied energy is shared out over much longer.

Along the same lines - some building systems work better in certain ecosystems. Stick built homes don't survive flooding without major mold issues. A similar home with the at risk floors made out of impervious materials, can be power washed and go back into service. Some homes are in fire zones, and rammed earth and cob done with fire risk in mind, could be a very wise move.
