It looks like you have something you want to pormote.  Respectful self promotion is allowed, but i would start with sentence case as all caps makes it look like spam or you are angry.  Neither go well here.

Feel free to add details to this thread about your community (or create a new thread). As long as your post meets our Be Nice policy and avoids debates about politics, religion, or other controversial subjects, you should be good to go!

Saying things like, "This is a community founded around these principles:________" is fine. Avoid saying things like "You need to believe this_____" or "People who believe _____ are stupid and wrong."

Hi , thank you for getting back to me - apologese for the block letters, I agree it is not the correct way to write - I have a one page prospectus that i have drawn up and would like to post. I guess mainly for South Africa at this stage but, i would appreciate being able to sent the draft to someone just to peruse and give a yea or nee before i post it generally. Would that be possible please- many thanks

Permies is a volunteer-managed forum, and there's a lot of posts and threads for us to moderate every day. Our skills are largely in helping prevent spam, stop flame wars, and keep trolls out, etc. Someone might PM you if they're inclined, but I think most of us are busy managing the forum.

It's probably best to go ahead and post your prospectus. If you want to make your new thread a "Wiki" thread so you can continually edit and refine the first post of the thread, you're more than welcome to!

There is a place you can pay $200usd and get some help navigate promoting your stuff on permies.  Is that the service you are looking for?  The forum is managed by volunteers and this would be one of them doing it as an extra activity.
