I have around 30 stumps with roots that I need to find something to do with. Will these, if cut up, be good for the bottom layer of a hugelkultur raised bed?
Other people may reject you but if you lie in the forest floor for long enough the moss and fungi will accept you as one of their own!
I think they will be fine. I've used a few & never noticed any problems. Have never seen any info advising not to use them. Roots of some trees might do better with composting first in order to make sure they don't grow new trees.
Argue for your limitations and they are yours forever.

Stumps might take longer to break down than wood from trunk or branch of trees but in my opinion hugelkultur is an excellent use for stumps. I think it is good to have a mix of materials that will break down at different rates. It will all hold water and contribute organic matter.

Absolutely! I wouldn't even bother cutting them up - just throw it all in, cover with some soil or other organic material, and let nature do the work of compressing and degrading over time.
