I grafted a lot of apple scions onto leafing out rootstock this year, and they are doing well so far.
I think the key is how hot it is in your location now. The ones I did while we still had some cool weather have done fine, but the ones I did most recently after the cool weather had passed haven't taken. However the plums and cherries have been the opposite and have done better grafting later in year, and the earlier ones didn't do well.
