West Virginia & the US Coast Guard ????

While looking for land in WV, I found some stuff I didn't know.  There are no military or missile bases in the state, nor any nuclear power stations.  So far so good.  

There are some toxic waste and super fund sites-not so good!

Monroe County, where I been searching, seems to be clear so far of my big no-no's

Can someone explain to me why there are two US Coast Guard offices located in WV???  

Please don't tell me because the "gummint" is seriously weird.

They have regular office-based infrastructure and land in WV, just 90 mins from DC is a lot cheaper than land on the coast.
