Sticky fuzz in poppies?

I’m harvesting breadseed poppy seeds for the first time. I’ve encountered multiple pods that have a wad of sticky fuzz that’s sort of like spider web but not exactly. It catches a lot of seeds! Is this part of the poppy, or the product of an animal pest, or what?
