Fairly certain those are the fertile (spore-bearing) fronds of ostrich fern (Matteuccia struthiopteris). They tend to persist all through winter. You could go back in spring and check if there are fiddle-heads. Ostrich fern fiddle-heads are yummy!
Edit: please verify that it's really the right fern before eating it. If I saw that around here (Scandinavia) I'd be sure of the ID, but I don't know if ostrich fern has any (potentially toxic) lookalikes where you live.
