My land is glacial till, which has similar characteristics of lots of bits of rock, and yes, it is *really* hard to dig or move, as you constantly hit bits of rock.

If we're lucky and hit a small "erratic", at least I can haul out the rock drill to deal with it, but I suspect that slate and shale fractures to unpredictably.

Definitely a project worth doing. A well built road is so much easier to use and maintain, and saves time and money in the long term.
