Anybody know Jeff, American permie who lived in S America in 1994?

This guy Jeff, who lived in South America, turned up for a conference in Ladakh in 1994 just when the founder of a Ladakhi organization, SECMOL, had acquired land to start a campus. So Jeff ran a course for SECMOL students, staff and volunteers, and they mapped out the land and resources, and made a vision. But we totally lost touch with him, and now I can't even remember his last name! I'd love to show him what this campus has grown into in 20 years.

He was American, and lived in South America, maybe Bolivia or the Andes.
