Without more info I hope this design is for a continental/arid climate.
What a heap of water. How much water comes trough the river? Is it spring water? Has it dams.
What about malaria or other waterborne diseases. Even whit a mass of fish, bugs won't be contained.
Where is the electricity generated. On this site every house has to heat its self?
If kids can go to school by boat, it could save a lot of fuel.
Great space for a small farmer and a rower.
It looks OK but it has some defaults. Sorry Sepp.
But hey, I'm constructive. .

Wikipedia - Kazachstan/Almaty details... climate near the bottom

Sepp's philosophy is to maximise water in every landscape, retaining it in surface water and soils for as long as possible. From my limited knowledge of large scale permaculture design I would say that is pretty much as would be expected from Sepp.
