It is an old Craftsman Tiller Model# 917.292403
According to Sears Parts Direct, it has a Briggs & Statton engine model #Engine 134202-1118-e1

Here is an exploded diagram of the carburator. The part numbered #212 is called a Throttle Link. This part (noted in blue) is supposed to hook into the plastic piece (noted in red) that is broken in the pictures below. What is this plastic piece called? How can I find diagrams or pictures that show how to take this piece off?

I have a spare motor that you can see below. This piece is not broken in the spare. I cannot see how to remove it.

If I'm not mistaken, I think you want part #141, the choke shaft kit.  It looks like your "blue" part is just fine and needs to hook into the plastic 'lever' part that is attached to the choke shaft that runs through the carb body.  Good luck!
