Unrelated PEP People Math (3+2+2=?)

I've been enjoying the PEP Community BBs lately, and am thinking about and working towards the next levels.  

For counting the "unrelated people" PEP requirements, such as in "start a club", or "start a community" or for field trips, and other PEP Community requirements...

How are married couples or family members counted?
Also, how about kids or babies?  I would think, generally speaking, younglings below a certain age of understanding wouldn't count.  

For instance, I just started a club this past week, and  some of us did our first outing, taking a hike to forage for plums and glean apples along public trails.  We had my new neighbors and their child, another mother and her child, and my wife  and me.

7 souls, 5 adults, 2 babies, 3 households, 5
lbs of  plums and 50 lbs of gleaned apples, wait, that part is  irrelevant..stay focused!

How does the "unrelated" PEP people math work?

I'm glad you mentioned the number of households.  In this case I think that is the key.  A husband/wife pair would be related so only one would count.  Same with a father/daughter.  So basically I'm guessing the BB could count households.  But folks who are roommates and aren't related would both count.  So maybe it isn't possible to make it more cut and dry than using the "related" metric.  I'm open to suggestions...

The reason for the limitation is so that you can't do an activity, invite your 3 kids and your 9 grandkids and get credit for doing something for the community.
