For counting the "unrelated people" PEP requirements, are married couples counted as one or two?  Or is this basically to be interpreted as "not primarily a family outing"

Hello, SkIP community! I led a plant walk today. My friend, Buz asked me to put one on for his preparedness group. None of them are related, but there were two married couples. One person left before the end. Everyone else stayed for a picnic after ! 😊
