I have an urban lot 100 ft by 120 ft on Cicero Ave in Chicago at approx Belmont.  It has a house and two garages which I rent out.  It is secure with 8 foot tall cyclone fence all around it.  I am looking for someone to use it for gardening/urban permaculture.  

It has water access and electricity and gets adequate sun

I have some funds for infrastructure.

Any one interested?  

Any advice on how I find someone?

Maybe amende the title to reflect your idea about the rent?

That sounds like a great deal for someone. Maybe try posting on your local Craigslist "Farm and Garden" section as well, as people on this forum tend to be scattered around the world. Local gardening groups and forums online would also be a good place to try, as well as any physical bulletin boards, if they still exist where you are. The only places I ever see them these days are feed stores and natural foods stores.

This is intriguing.  I have found that a lot of garden chatter in Chicago takes place on Facebook, unfortunately. I can post to some lists I am on,  if you like.
