Hydrosol normally is what is left over after separating out the essential oil. There are still essential oil in the water, but not a very high concentration. Some people just skip the essential oil part and just produce hydrosol. Mint (and catnip is a mint) like to be made with a cold infusion. Put the herb in a container with an appropriate amount of cool water and let it steep for several hours to a day. You will actually see the mint oil on the surface of the water!
