Perhaps a hybrid approach would be your best bet. Purchase domesticated doves, acclimate them to your dovecote, then let them roam the city for food. Free meat.

Yes I began with 7 abandoned pigeons given to me by the new owners of a gas station who inherited a very mixed bunch of mostly males. I bought what I could from a local furrier who had 14 little swift breed pigeons which are smaller than wild, mostly females for those poor boys and I have never seen happier pigeons! Then through local online marketplace I found show kings (look like soccer balls) utility kings (less aggressive and great breeders) and finally found a breeder of giant runts which are your biggest but not the brightest.
Dont get wild ones IMO they usually carry salmonella and treatment is cull them
Feed them and you wont get the pigeon police
I will post my experiences with 200 pigeons
